Safer products: pathing the way to trialogues approved 3️⃣📱
➡️New legislation to better prevent unsafe products from being sold in the EU was approved in the Internal Market and Consumer Protection Committee. The “Goods package” contains two legislative proposals: one on compliance and enforcement and the other on mutual recognition. Together they aim to strengthen checks made by national authorities and customs officers to prevent unsafe products from being sold to EU consumers and to make it easier for companies to sell their products across Europe. Some inspections have shown that 32% of toys, or 58% of electronics do not meet EU safety or consumer information requirements.
🔜 The committee’s votes gives the rapporteurs a mandate (still to be green-lighted by plenary) to start talks with the Council of the EU in order to reach an agreement on the final laws. The Council is still to agree its position on the compliance and enforcement proposal. Trilogues (three-way talks between Parliament, Council and Commission) can only start after that.

Protection against non-cash payment fraud: new EU rules approved💳🚧🕵️‍
➡️ A new proposal aiming to fight fraud coming from non-cash payments (cards, direct debit, mobile payments) was approved by the Civil Liberties Committees. The draft law introduces the definition of cybercrime offences, minimum levels for the highest penalties, provisions for the rights of cybercrime victims and improve criminal justice cooperation. MEPs stress that gaps and differences among EU countries’ laws can hamper prevention. Due to non-cash payments constantly increasing in the digital era, fraud has become an important source of income for organised crime.
🔜 The committee also approved a mandate to start informal talks with the Council, which can start as soon as Parliament as a whole gives its green light.

Plenary preparations: Strasbourg week is coming up!!! 🗳️🇫🇷🚆
🔜 Political groups are preparing for the State of the Union (#SOTEU) debate with European Commission President Jean-Claude Juncker to be held on the morning of 12 September in Strasbourg. The 10-13 September plenary session also includes a debate with Greece’s Prime Minister Alexis Tsipras on the future of the EU and votes on the reform of EU copyright rules as well as the European Solidarity Corps, the Cybersecurity Act and EU-wide penalties against money laundering. MEPs will also vote on whether to initiate the procedure to determine if Hungary is breaching the EU’s founding values.

Fresh from the Council: European ESTA is coming - it's called ETIAS 🛃🚫🇺🇸
➡️ A European travel information and authorisation system (ETIAS) will allow for advance checks and deny travel authorisation to visa-exempt third-country nationals travelling to the Schengen area, if necessary and will help improve internal security, reduce delays at the borders.
🔜The Council and the European Parliament now need to sign the adopted regulation. eu-LISA, is expected to start building the new system, which should be operational by 2021.
